What is needed on your computer to localize between English and Chinese

I have downloaded the Chinese language support (both Simplified and Traditional) from Microsoft. I can now view Chinese text in MS Word.
The thing is that when I view Chinese websites and then go to View>Source, the text file with the source code is un-readable when it comes to the Chinese text.
What do I have to do to view Chinese, in text files or FrontPage, properly?

I have found that the only foolproof way to localize beween English and Chinese is to use a multiple boot system with English, Simplified Chinese and Tradictional Chinese versions of Windows.
I develop in English and test in Chinese.
