Russian to English Social Sciences Government / Politics Official documents
This is sometimes seen in Politburo minutes following the classification and duplication/dissemination restriction (for example, экз. единственный).
But other times the word протоколы is used for the Politburo minutes.

Is this just "(rough) transcript" whereas протоколы is the final, corrected version?

Yje inverted commas in the reference text sensitize the reader to the fact that these are a different type of рабочие записи. And naturally in formal documents there are no inverted commas. I suggested using them in translation only if you give a calque.

The thing is that for Russian speakers "рабочая запись" or more commonly "рабочие записи" would mean something in the draft, outline form. And this is definitely not the case with Political Bureau document in question.

It is by no means colloquial. The inverted commas in the reference text only show that this is a specific name (label) for this strictly confidential type of document that is not intended for any further editing or amendment.

Not "so-called" to the CPSU However, Intrada, the term appears repeatedly in official documents without any special punctuation or indication that the label is in any way colloquial, which would be remarkable for such formal documents

And since even Russian historians happen to call them так называемые "рабочие записи", IMO, there are basically two ways how to deal with them: calque using inverted commas or revealing their stenographic "nature" as opposed to hand-written draft minutes.

not unclassified Roman, Politburo minutes are highly classified, almost always "top secret" and sometimes with higher degrees of secrecy (e.g. особой важности).

Working paper

This is a term used in US government circles to characterize a document that isn't in final form but may be circulated for comments, etc. Google it and you'll see a lot of non-government hits, too.

That's how I understand it, it's just when you write anything on a piece of paper while a meeting.

I am guessing here, but from what you've described, Gary, my best hunch is that this is just a regular "non-classified" record or entry.

Судя по тому, что в Архиве Президента хранятся т. н. «рабочие записи» заседаний Политбюро, систематически фиксировавших основной ход заседаний Политбюро с 1966 г., там же должны находиться и другие варианты стенограмм. Поэтому, пока не может идти речь о сопоставлении разных экземпляров, разновидностей стенографической записи, как это уже начинает делаться, например, в публикациях стенограмм заседаний пленумов ЦК[11]. В то же время заведующим Общим отделом или его заместителем в 1954-1966 гг. на заседаниях велись и т. н. черновые протокольные записи. Они более многочисленны, чем стенограммы, но и более сложны для использования, т. к. писались от руки и имеют подчас отрывочный характер. Однако первые публикации отдельных рассекреченных записей показывают их важное значение как исторического источника[12].
