Assuming this is a piece of off-the-cuff writing by a bored CAT tool trying its hand as a free-form essayist, my only quarrels are with the split infinitive and the unwarranted apostrophe. I've certainly seen far worse writings - including a lot of stuff from human writers with PhDs!

visual might not be superfluous, as Lia suggests, if the system also has infra-red LEDs (like those in a TV remote control).

And maybe the LEDs are actually being used to illuminate something, not just to look pretty. I am the (not very) proud owner of a flashlamp that has 15 white LEDs instead of a good old-fashioned torch bulb - it's flippin' brilliant! *.

As usual, it all depends on CONTEXT...

So, asusming the facts are correct, it might perhaps read thus:

The visual LEDs (but not the IR LEDs) will begin to illuminate the (whatever is benefitting from the flickering light) intermittently.
