Even if you know what SEO is and what some of the tasks associated with SEO can be, it is not sufficient for the client to ask you to "perform SEO tasks" -- that doesn't tell you anything about what it is that the client wants you to do. Can you be more specific about which SEO tasks you were requested to perform?

If you have no experience, refuse the job. It involves big responsibilities and you need a paid keyword tool account in order to get reliable keywords with related figures and competition level for the specific region.

Am I correct in assuming the SEO tasks should be performed on the translated site already on line, rather than the original site that is meant to be localized?

You can’t get SEO information in a forum post, it’s a complex subject. It also involves a lot of testing, your keywords are supposed to be tested in terms of conversion, then you have to do it again if it doesn’t convert.

To be successful at SEO, you need a combined knowledge: some coding, web design, web development, search engines and a lot of things that are happening in the background. You may learn some superficial SEO without all these things, but then you won’t get conversions.

You may take up a course (there are many online I assume), but you’ll only get pieces of knowledge there.
