I need the name of the above ordinance in English.
So far I have "The Ports Ordinance -New Version-- 1971 par. 170-18",
and can guess the rest... something like "concerning the transfer/transportation of fluids from a vessel to a vehicle (?)"
I'd appreciate help in tranlsating the term properly.
The context is hazardous materials - i.e. according to this ordinance, fluid hazardous materials cannot be transported/transferred from a ship to a road truck, for instance, because it's too dangerous.

Ok I received the accurate term from an English/Hebrew speaking lawyer colloeague who is also a translator, and her term is: Port Regulations, 5731-1971, article 170(18): transporting solid hazardous materials from ship to vehicles. |
Sorry, "solid" above should be changed to "liquid". |
