My familiarity with trade terminology must be receding as fast as my hairline, I'm baffled. Only explanation I can think of for "ATL" is Acquisition Technology Logistics, apparently borrowed from USA DoD. Anybody working out there? Thanks!

azienda turistica locale
ATL is the acronime of Azienda turistica Locale. I live in Torino and here we have the ATL that has the task to promote the area of Torino and Olympic mountains.
I have worked for this organization in a lot of events around the world. The aim is not only to present the city and the touristic actractions but also to promote local producers; we are famous, for example, for the chocolate production. So the ATL through events or info points (those you see at airports or railways stations) tries to pull tourists to visit particular shops and buy from these producers.
I'm not sure at all about my answer.. but since you have no idea...

Comment: "Grazie di averci almeno provato. Ho usato il vecchio trucco di lasciare la sigla tal quale. Forse un giorno scoprirò cosa vuol dire!..."
Discussion
It means that the pipe's allowable tensile load
(ATL) for a half-day pull is lower than the ATL for a 1-hour pull.
