In older Arabic styles, it was customary to say:

اعلموا أن

As in the Address of Fatima:

أيها الناس اعلموا أني فاطمة، وأن أبي محمد


It was likewise customary to say:

هذا بيان للناس

As in سورة آل عمران

Today, especially in the written medium, these styles may seem odd.
