This report examines a range of possible means to extend Russia. Recognizing that some level of competition with Russia is inevitable, we seek to define areas where the United States can do so to its advantage. We examine nonviolent measures that could stress Russia’s military, its economy, or the regime’s political standing at home and abroad. The steps we posit would not have defense or deterrence as their prime purpose, although they might contribute to either or both. Rather, these steps are conceived of as elements in a campaign designed to unbalance the adversary, leading Russia to compete in domains or regions where the United States has a competitive advantage, inspiring Russia to overextend itself militarily or economically or causing the regime to lose domestic and/or international prestige and influence.

I believe the answer to your doubt about “extend” is in the explanation of the text itself when it says “We examine nonviolent measures that could stress Russia’s military, its economy, or the regime’s political standing at home and abroad” being “stress” the key word in this context. And the meaning is just “to put pressure”, without violent measures, on Russia as a political strategy to the American advantage in order to “unbalance the adversary”. Hence, I understand “extend” here to mean “to put pressure on”, “tensar” or “presionar” in Spanish.

En el TO ya aparece el verbo STRESS (tensar/tensionar), por lo que extend se usa en el sentido de RECONDUCIR tensionando (ejerciendo presion) sobre la economía rusa, el sector militar, etc.

" es clave para entender que OVEREXTEND jamás y nunca puede significar tensar/tensionar.... ¿Qué sentido puede tener inspirar a RUSIA para que se SOBRETENSIONE ella misma? Sería como decir Inspirar a Rusia para que se machaque ella misma.

Si te fijas bien, el TO usa STRESS y EXTEND y no precisamente como sinónimos.
