In a Straftabelle found in the records of Police Headquarters in Leipzig (dating from 1919-1933), there are several columns of information, e.g. Datum, Strafbare Handlung, Strafe, Behörde, Vollstreckung, and Bemerkung. In the last column for one person, there is a notation:
Beschränkte Auskunft.
1. vorgehaft. Auskunft.
For this man, there were a total of 4 punishable offenses:

tacked-on police record
could it possibly be a typo considering the age of this document?

Note from asker:
Thanks for pointing out the possibility of a typo. Actually, the entries in these columns are handwritten, so it's more a matter of misinterpretation on my part! Now that I look at it under magnification, it looks more like "vorgeheft(et)" than "vorgehaft(et)." |

"ge" or "ver" is the quandary but I would say ok to go with "arrest"

"vorgehaftet" probably ok for the time period

Since it is unclear whether he was convicted or not, I'd go with this one.

to be previously convicted for
I think "vorgehaftet" is a word used at that time for "vorbestraft", which would be:
to have a criminal record
to be previously convicted for
to have previous convictions.
to have a criminal record
to be previously convicted for
to have previous convictions.

'vorgehen' = to go forward, to proceed, to take precedence or to take an action.; 'eine vorgeheft' = a prefix or a 'pre-booklet'; 'vorgeheftet' = prefixed or 'pre-attached'.
