Cabinet minister @Maria. The term is not at all limited to parliamentary governments. We use it all the time in the United States.

"de Estado" not translated in English In my answer, you will see a link to the list of Brazil's cabinet ministers at the website for the Organization of American States. The English translations are submitted by the government itself and are its preferred translations. Notice that it does not translate "de Estado", which occurs in Portuguese in the titles of all the cabinet members (except the one for women, for some unknown reason).

The country is Brazil. I agree that "minister of state" is not adequate.

Minister of state The translation DOES depend on the country. If it is in Portugal, you could say Cabinet member and minister of whatever. Simply 'minister of state' is not an adequate translation. Same goes for secretary of state

As you can see at the attached link, all cabinet ministers in Brazil are called "Ministro de Estado": http://www.oas.org/en/member_states/member_state.asp?sCode=B...

Therefore, I assume that the text is referring to *any* cabinet minister issuing said "comunicação oficial". For this reason, it's important to add the indefinite article or some other clarifying language.

Go to the Organization of American States, then click on the Member States > Permanent Missions, then select Brazil, then Government Officials.

The OAS receives this information and the preferred English translation directly from its Member Governments.

Finally, and most important, note that "de Estado" is not translated in English.

I like "cabinet minister". My only reservation is that it is widely used in parliamentary governments, which is not the case of Brazil.

English does not usually employ the term cabinet minister and minister of [WTF]. I suggest you just say finance minister/ foreign minister etc and drop the 'de estado' part

I mean although ministro de estado is "cabinet minister", or you can say what he/she is minister of e.g. "finance minister", we do not use both together, as in Portuguese, so we would NOT say "cabinet minister and minister fo finance"

How do you suggest translating Ministro de Estado in the context I gave above? It refers generally to ministro de estado, without specifying the ministry.
