Therefore, I assume that the text is referring to *any* cabinet minister issuing said "comunicação oficial". For this reason, it's important to add the indefinite article or some other clarifying language.

Go to the Organization of American States, then click on the Member States > Permanent Missions, then select Brazil, then Government Officials.
The OAS receives this information and the preferred English translation directly from its Member Governments.

English does not usually employ the term cabinet minister and minister of [WTF]. I suggest you just say finance minister/ foreign minister etc and drop the 'de estado' part
