J'hésite avec la définition de ces mots "competencies, capacity, and capabilities" qui peuvent être traduits en français par des homonymes via le mot "capacité".

"He starts off by defining the three key words in his approach - competencies, capacity, and capabilities.
Capabilities = the collective ability of a group or system to do something either inside or outside the system.

It really all depends on the wider context and on the exact definitions of the other terms given.

Generally, I would see 'competencies' as being closed to 'skills' — "our staff possess the competencies / skills to produce high-quality products"
'capacity' might refer (but it is not made clear here) to personal capacities or abilities: "Elle a la capacité de bien réussir à son Bac, si seulement elle s'y applique." But attention: in terms of a plant, say, then 'capacity' (usually singular) might well be referring to actual 'capacité' — the ability to handle a certain volule of production: "Our new factory has a capacity of 1500 tonnes / week." But in this context, it is less common to find it in the plural, other than in certain situations: "We build boilers with capacities ranging from 15,000 to 50,000 kW."

Finally, from the definition given, the writer seems to be regarding 'capabilities' as some kind of collective 'ability' to do something. Thanks to Philippe Etienne for having reminded me of the word 'moyens' which I was searching for!

I think having clearer definitions of the wider context and of the other terms, and the special way they are being used here, would help home in on the best solution in this case.
