I would like to know the best translation of this phrase from American English into Latin American Spanish. It's a translation for a conference about water contamination.

Here is the full paragraph for your review:

The toxic discovery was first found in 2014, but Kennedy says that EPA standards were higher then, so drinking it was still considered safe.

The city stopped using its Lake Washington Reservoir last month where the chemical was found, and began using a temporary backup supply.

Water is now running out, forcing the city to tap into New York City's aqueduct at nearly $250 million per day.The state has offered to foot the bill for the water swap while city officials find the source of the contamination.

El backup significa aquí -de reserva, de respaldo, de reemplazo, de seguridad-, creo que en el caso de un suministro de agua sería más natural traducirlo libremente por -alternativo-.

Ojo porque no tiene porque ser un embalse, puede ser una tubería que viene de lejos y que deriva por ejemplo de la red de otra ciudad grande... Y no es una reserva/embalse temporal (puede estar disponible siempre), es el suministro/abastecimiento que se hace a partir de ella lo que es temporal o provisional.
