Yes, ansetzen covers a wide range. Given the lack of context, I like this solution because it's also adaptable to many scenarios..

We knew the project had MEST’s backing as soon as we saw “AS sponsor and partner”. We didn't need ‘ansetzen’ to point that out as it was implied before we even got to the verb. Besides, it would have been overkill to use a complex verb like 'ansetzen' to illustrate such a simple fact, IMO. Here’s how I would translate the sentence based on the context that has emerged:

"Especially with the project being geared towards MEST as sponsor and partner of the measure, effectiveness is ensured."
