I think your proposal strays too far from the original--for me he is talking about the "right" to documentation as the basis for other rights, so the word "right" has to be there, the question is what adjective to put with it.

There is quite a bit of discussion of so-called "basic rights" on the Internet. For example: "A basic right is an entitlement that all moral agents have simply by being moral agents. It is a general right as opposed to a specific right that pertains only to an individual or to a particular group. The basic rights establish the rules for acquiring specific private rights. This, in Spanish: "Por eso el primer derecho que tiene, es estar bien informado." from: http://www.diarioextra.com/Dnew/noticiaDetalle/227540 - which brings me back to thinking about what is meant here by "La documentación” in "La documentación es concebida como un primer derecho”. Do they perhaps mean being well informed, as in the example from diarioextra.com?
