Знакомство тувинцев с буддизмом произошло еще в XIII-XIVв., когда Тува входила в состав Монгольской империи. Самые ранние буддийские храмы, обнаруженные археологами на территории Тувы, датируются XIII-XIV вв. Во второй половине XVIII в. после разгрома Джунгарского ханства войсками маньчжурской династии Цин Тува попала в подчинение Китаю. В это же время на территории Тувы начинают активную миссионерскую деятельность монгольские ламы. В шестидесятые годы XVIII в. в Туве появляются первые стационарные ламаистские монастыри. Ко времени вхождения Урянхайского края в состав Российской империи на его территории действовали 22 буддийских монастыря, «хурэ» (хурэ имелись в каждом хошуне), около 4000 лам и хуураков – учеников. Правда, около половины лам жили в миру, вне хурэ, вели свое хозяйство, имели семьи и участвовали в светской жизни хошунов. Наиболее крупными из хурэ к началу ХХв. были Эрзинский (1772), Самагалтайский (1870), Оюннарский (1773), Верхне-Чаданский (1905-1907), Нижне-Чаданский (1873), Хендергейский, Верхне-Чаа-Хольский. С экономической точки зрения они представляли собой крупные феодальные хозяйства, владели скотом и крепостными аратами, занимались торговлей. Так, например, Самагалтайский хурэ состоял из восьми храмов, в нем находилось 140 домов лам; монастырю принадлежали тысячи голов скота. Одновременно ламаистские монастыри являлись центрами культуры и образования. При многих хурэ имелись школы, где мальчики получали начальное религиозное образование. Высшее богословское образование тувинцы обычно получали в Монголии.
Ламаизм в Туве не имел своего религиозного центра, хурэ официально подчинялись главе монгольской церкви[16]. Структуру церковной организации тувинский ламаизм заимствовал у монголов без особых изменений (те же штатные должностные единицы, те же монашеские степени и звания). Тувинцы-ламаисты часто совершали паломничества в монгольские монастыри. Религиозную утварь, священные изображения и тексты тувинцы получали либо непосредственно из Монголии, либо из Тибета, Китая и Бурятии. Интересно, что комплект буддийского тибетского канона «Ганджур» Ургинского издания в 100 т. был приобретен тувинскими хурэ в Урге (Монголия) за 33 000 руб., что по тем временам составляло фантастически огромную сумму (одна овца стоила 3 руб.). В отличие от Тибета, Монголии и Бурятии ламаизм в Туве не знал культа перерожденцев[17].
Ламаизм оказал значительное влияние на традиционную культуру тувинцев: наложил отпечаток на народные обряды жизненного цикла (свадебные, родильные, погребальные), календарные праздники, на народную медицину. В Туве широкое распространение и признание получила тибетская медицина с ее трактатами; к ламам – лекарям всегда относились с большим почтением. Особой популярностью у тувинских ламаистов пользовалась мистерия цам, известная странам всего ламаистского мира. Идеи буддизма нашли отражение и в тувинском фольклоре: в сравнительно поздних текстах утверждалось божественное происхождение различных ханов, лам, шаманов, говорилось о вере в предсказания, тщетности человеческого бытия и его страданий и т.д.
Ламаизм привел к определенным новшествам в шаманстве, однако и сам испытал на себе его сильное влияние.
В «независимой» с 1921 г. Танну – Туве церковь вначале оставалась неприкосновенной, а в 1928 г. Малый Хурал даже принял закон, объявивший буддизм государственной религией. Это, вероятно, и спровоцировало последовавшие уже с 1929 г. репрессии в отношении ламаистского духовенства, которые санкционировали январьский 1929 г. Пленум ЦК Тувинской Народно-революционной партии и принятые затем постановления Малого и Великого Хуралов. По рассказам очевидцев, за ламами приезжали в несколько приемов: сначала брали верхушку духовенства, затем следующий слой – и так до конца. В Туве, как и в Калмыкии, все храмы были сожжены дотла. И если у калмыков все же сохранилось одно здание – каменный Хошеутовский хурул князей Тюменей, то в Туве остались лишь развалины метровой толщины стен Верхнечаданского хурэ (Устуу-Хурээ). Ритуальные нужды населения обслуживали несколько чудом уцелевших стариков-лам. К концу 1970-х гг. лам в Туве практически не осталось. Последний из активно действовавших тувинских лам, Генден Церен, уехал из республики в Иволгинский дацан (Бурятия), где трагически погиб в 1985 г[18].
С конца 1980-х гг. в Туве предпринимаются попытки возродить буддийскую общину: первые буддийские общины были зарегистрированы в 1988 г. В 1991 г. Туву, наряду с другими буддийскими регионами РФ, посетил Далай-лама. Духовным лидером буддизма в настоящее время является Его святейшество Далай-Лама XIV.
В 1997 г. прошел учредительный съезд буддистов Тувы, на котором было решено создать своеобразный координационный центр развития Тувинского буддизма – Управление Камбо-ламы Тувы. Всего в настоящее время в Туве 44 буддийских священнослужителя (лам и послушников) в возрасте от 14 до 35 лет.
На средства верующих было построено 17 буддийских дуганов (молитвенный дом) и один хурэ (буддийский монастырь). Первый возродившийся в РТ буддийский храм был возведен в 1990 г. в селе камнерезов Кызыл-Даге Бай-Тайгинского кожууна по инициативе художников-камнерезов Саая Когела и Сергея Кочаа. Обряд посвящения совершил 94-летний Куулар Шымбай-оол, в свое время мальчиком учившийся в Верхнечаданском хурэ. Новый буддийский храм Цеченлинг действует и в Кызыле. По словам его служителей, в храме собрана уникальная коллекция буддийских книг, имеющих не только духовную, но и историческую ценность. В последние годы ведутся работы по восстановлению Верхнечаданского хурэ (Устуу-Хурээ) и Нижнечаданского хурэ (Алдыы-Хурээ). В 1994 году Верхнечаданское хурэ (1905-1907) было включено в «Перечень объектов исторического и культурного наследия федерального (общероссийского) значения», средства на реставрацию выделяются из федерального бюджета[19]. Строительство Нижнечаданского хурэ (1873), полностью разрушенного в 1930-х гг., началось в 2001 г. Финансовую основу восстановительные работ заложил С.Шойгу, уроженец Чадана, передавший на эти цели более 20 тыс. $. По словам С.Шойгу, он не мог не откликнуться на просьбу лам помочь «построить храм, достойный веры народа, который будет находить в нем духовную защиту». Деньги продолжают собираться «всем миром» – жители Чадана передали 14 тыс.руб.; 25 тыс. руб. – известные тувинские деятели Шолбан и Юрий Кара-Олы. Предполагается, что возведение Нижнечаданского хурэ, с появления которого и начинается история Чадана, будет закончено в 2003 г., т.е. к 130-летию города.
Однако, наряду с развитием буддийского учения в Туве, раздаются голоса среди самих тувинцев, считающих, что буддизм вреден народу из-за пассивного мировосприятия, что буддийская концепция недеяния мешает активному сопротивлению и развитию народа.
Traduction - anglais 1.3 The Establishment of Buddhism in Tuva
The Tuvans became acquainted with Buddhism in the 13-14th centuries, when Tuva became part of the Mongol Empire. The earlist Buddhist temples discovered by archeologists on Tuvan territory date from the 13-14th centuries. Tuva fell under Chinese dominance in the second half of the 18th century, after the rout of the Dzungarian Khanate by the Manchurian Qing Dynasty. At that time Mongolian lamas began active missionary activity in Tuvan territory. Permanent Lamaistic monasteries appeared in Tuva in the 1760’s. However, it would be another hundred years before Lamaism established itself as an independent form of religion in Tuva.
At the time of the incorporation of Tannu Uriankhai into the Russian Empire 22 Buddhist monasteries (khure) were in operation on its territory (khure were found in every banner, or province), totaling about 4,000 lamas and postulants. To be sure, about half of the lamas lived in the world, outside of the monastery, maintained their own livelihoods, had families and participated in the life of the banner. The largest and most powerful monasteries by the start of the twentieth century were Erzinsky (1772) Samagaltaysky (1870), Oyunnarsky (1773) Upper Chadansky (1905-07), Lower Chadansky (1873), Khendergeysky, and Upper Cha-Kholsky. From an economic viewpoint these were powerful feudal entities, possessing cattle and enserfed herdsmen, and engaging in trade. For example, Samagaltaysky monastery consisted of eight temples, with 140 monks’ residences; the monastery owned thousands of heads of cattle. At the same time, monasteries were centers of culture and education. In many khure there were schools where boys received primary religious education. Tuvans usually received higher theological education in Mongolia.
Tuvan Lamaism did not have its own religious center; the khure were officially subordinate to the head of the Mongol church. Tuvan Lamaism borrowed its ecclesiastical organization from the Mongols with no notable alteration (the same official civil entities, the same monastic grades and titles). Tuvan lamas often performed pilgrimages to Mongolian monasteries. Religious articles, sacred images and texts were obtained either directly from Mongolia or from Tibet, China and Buryatia. It’s interesting to note that a complete set of the Urgan edition of the Kangyur in 100 volumes was acquired by a Tuvan khure in Urga (Mongolia) for 33,000 rubles, which at that time was an incredibly large sum (one sheep cost three rubles). Unlike Tibet, Mongolia or Buryatia, Tuvan Lamaism never developed a cult of tulkus, or Living Buddhas.
Lamaism exercised considerable influence on traditional Tuvan culture: it set its seal on traditional life cycle observances (marriage, birth, funeral), the calendar and folk medicine. Tibetan medicine and its treatises received widespread recognition in Tuva; great respect was always shown to physician-lamas. The mystery Cham dance rituals, famous throughout the whole Lamaistic world, were particularly popular. Buddhist ideas were reflected in Tuvan folklore: various late texts assert the divine origin of various khans, lamas and shamans, and speak of faith in divination, the futility and suffering of human existence, etc.
Lamaism brought about decided innovations in shamanism, although Buddhism itself was in turn heavily influenced as well.
In Tannu Tuva, “independent” from 1921, the church at first was sacrosanct; in 1928, the Lower Khural (congress) even adopted a law establishing Buddhism as the state religion. This probably provoked the repression of Buddhist clergy beginning in 1929, which the January 1929 Plenum of the Tuvan People’s Revolutionary Party sanctioned and which the Lower and Upper Khurals passed into law. According to eyewitnesses, the lamas were accosted in several waves: first the highest clergy was taken away, then the next layer, and so on to the very lowest level. In Tuva, as in Kalmykia, all temples were burned to the ground. And if in Kalmykia only one survived – the Khosheutovsky Khurul of the Tyumen princes - in Tuva all that was left was the meter-thick walls of the ruins of the Upper Chadansky khure. The ritual needs of the people were served by a few elderly lamas that miraculously survived. By the beginning of the 1970’s there were practically no lamas left in Tuva. The last of the active lamas, Genden Tseren, left the republic for Ivolginsky Datsan (Buryatia), where he tragically died in 1985.
At the end of 1980’s an attempt was undertaken to resurrect the Buddhist community; the first Buddhist communities were registered in 1988. In 1991 Tuva, together with other Buddhist regions of the Russian Federation, received a visit from the Dalai Lama. The current spiritual leader of Buddhism is His Holiness the Fourteenth Dalai Lama.
In 1997 an institutional congress of Tuvan Buddhists was held at which it was decided to establish a specific coordinated center for the development of Tuvan Buddhism – the Tuvan Office of the Kamby Lama. At present there are all-told 44 Buddhist clergy (lamas and postulants) ranging in age from 14 to 35.
Seventeen Buddhist dugans (prayer houses) and one khure (monastery) have been built at the expense of the laity. The first rebuilt Buddhist temple in Tuva was raised in Kyzyl-Dar, a village of stonecutters in Bay-Tayginsky kozhuun (rayon), at the intiative of the master stonecutters Saay Korel and Sergey Kochaa. The consecration ritual was performed by 94-year old Shymbay-ool, who studied at the Upper Chadansky khure in his youth. A new Buddhist temple is in operation in Kyzyl. According to the monks there, the temple has a unique collection of Buddhist books of not only spiritual but also historical value. Restoration work has been going on at the Upper Chadansky (Ustyuu-Khure) and Lower Chadansky (Aldyy-Khure) monasteries. In 1994 the Upper Chadansky khure was included in the “List of Objects of Federal (i.e., All-Russian) Historical and Cultural Significance”, with funds for restoration coming from the federal budget. Construction of the Lower Chadansky Khure (1873), completely destroyed in the 1930’s, began in 2001. S. Shoygu, a native of Chadan, pledged the initial funds for the work, donating more than $20,000. According to Mr. Shoygu, he couldn’t help but respond to the lamas’ request “to build a temple, worthy of the faith of the people, who will find spiritual defense there.” They continue collecting money “from the entire world” – the people of Chadan have contributed 14,000 rubles, and 25,000 rubles have come from the well-known Tuvan figures Sholban and Yury Kara-Oly. It is proposed that the reconstruction of Lower Chadansky Khure, the monastery which marks the beginning of the town itself, will be finished in 2003, on its 130th anniversary.
However, along with the development of Buddhist studies in Tuva, voices are heard among the Tuvans themselves claiming that Buddhism is harmful for the nation due to its passive world outlook, and that the Buddhist concept of inactivity interferes with the resilience and development of the nation.

LOS SERVICIOS DE LOS PRESTAMOS Y LA MONEDA DE PAGO
La experiencia recogida en materia de préstamos internacionales muestra que muchas veces
los países prestatarios, por dificultades producidas en sus balances de pago, no han podido
satisfacer los servicios de sus deudas. Para salvar esta dificultad se dispone que si el país
prestatario sufre una gran carencia de divisas podrá aceptarse que pague con su propia
moneda, hasta plazos no mayores de tres años, siempre que se garantice el valor de la
moneda y su readquisición posterior. Asimismo se podrán conceder moratorias para el pago
y modificación de las amortizaciones del préstamo.
En esta forma desaparece uno de los mayores inconvenientes con que pueden tropezar los
países deudores para cumplir los servicios de los préstamos. Si no tienen moneda extranjera,
se les acepta el pago en moneda local, siempre que la garanticen contra posibles
desvalorizaciones y estén dispuestos a readquirir la moneda local contra entrega de divisas,
cuando desaparezca la escasez de moneda extranjera.
Supongamos, por ejemplo, que un país agropecuario ha concertado un préstamo del Banco
Internacional de Reconstrucción y Fomento para la instalación de una represa y que cuando
deba pagar el primer servicio se encuentre con un saldo reducido de moneda extranjera
debido a la pérdida de sus principales cosechas, que al disminuir fuertemente sus
exportaciones, le impidan disponer de la divisa de pago.
En tal caso, es justificado que en lugar de pagar en la moneda estipulada en el contrato, lo

OTRAS DISPOSICIONES
El acuerdo se refiere luego a la forma de otorgamiento de las garantías, al modo de cumplir
el Banco sus responsabilidades, a la suspensión de sus operaciones, liquidación de sus
obligaciones, a su dirección, administración, inmunidades y privilegios. Cualquier país
podrá retirarse de la institución, previo aviso por escrito del Banco, siendo responsable de

Past experience in the field of international loans shows that in many cases debtor nations have not been able to service their debt due to difficulties in their balance of payments. To resolve this, it has been submitted that if the debtor nation would be in a position where it would suffer a severe loss of capital reserves, it would be acceptable for them to pay in their own currency, for a term of no more than three years, it being understood that the value of the currency and its subsequent reconversion is guaranteed. Likewise, there may also be allowance for payment moratoria and modification of the loan amortization terms.
This would remove one of the major problems that trip up debtor nations in servicing their debt. If they have no foreign currency reserves, payment would be accepted in the local currency, it being understood that there would be guarantees against devaluation and that the debtor would accept back the payments in local currency in exchange for hard capital, when the foreign currency shortage problem subsided.
Let us suppose, for example, that an agricultural nation has arranged for a loan from the International Bank of Reconstruction and Development to build a dam, and when the first instalment is due it turns out that the nation’s foreign currency reserves have dropped because of losses from bad harvests, causing exports to drop significantly and cutting into reserves available for payment.
In such a case, it is justified for payment to be made in local currency instead of the currency indicated in the loan contract, it being understood that when the emergency situation is over the debtor would take back the payment in local currency and and in turn make payment in the currency indicated in the contract.
We may note here how the International Monetary Fund and the International Bank for Reconstruction and Development are two institutions who complement each other when there is a deficit in balance of payments.
While the Monetary Fund will provide the debtor nation with the foreign currency that it needs, within established limits, to satisfy its import needs or coverage of its external contracts, the International Bank, by postponing the currency payments, will permit the debtor nation to allieve the problems caused by their temporary deficit in balance of payments, or to have less need for the services of the International Monetary Fund.
OTHER ITEMS
The agreement further refers to the assignment of guarantees, how the Bank will fulfill its responsibilities, suspension of operations, settlement of obligations, its management, administration, immunities and privileges. Any country may withdraw from the institution by giving prior written notice to the Bank, being responsible for the obligations incurred under any loans or bonds entered into prior to its withdrawal.
It is also proposed that if a country ceases to be a member of the International Monetary Fund it will also cease to be a member of the Bank, unless agreed otherwise by special vote.
