flayed
Ugh.
Anyway, there are just a few reports already translated to English and this one shows a [Warning: graphic] picture of the face:

Borderland Beat
...Kassandra Bravo Caro, a young nursing student missing from Uruapan ... was found dead Saturday, with her face flayed and knife wounds to the chest, ..
To flay is also to skin, but more in strips (especially happens in whippings) rather than completely.

Another possibility:
PARTIALLY SKINNED
It's true that the original does not say "partially" but, thanks to the unusually graphic photo, we can see that her face was not totally skinned.

Bravo Caro’s body showed stab wounds to the chest area. A graphic photo, published by some Mexican media outlets, show the girl’s **mutilated face with entire areas of skin peeled off.**
Authorities say she was last seen by her family dressed in her nurses uniform headed to work in La Quinta.

You could put:
found ... , [with her face partially] skinned,
found ... , [with her face (partially) flayed,
The square brackets indicate added material.
I still prefer flayed, not skinned (and especially not peeled), but that's just a personal preference.
