I could find the following explanation. However, I am not sure if there is any standard term for this kind of insurance in English.

住宅瑕疵担保責任保険とは、新築住宅の売主等(建設業者・宅建業者)が、国土交通大臣の指定する保険法人との間で保険契約を締結し、その住宅に瑕疵が判明した場合、その補修費用等が保険金によりてん補される制度です。

Latent Defects Insurance Definition
Sometimes called latent damage insurance or project insurance. Not seen all that often.
Developers will take out this cover in advance of construction of a new building. It indemnifies the current building owner against the cost of remedying defects appearing during a fixed period ミ typically ten years - after completion of works. An insured building owners may transfer the policy to a buyer.
A variant called メwhole life insuranceモ will cover the first 35 years of the buildingユs life.

Latent defects insurance provides cover for newly constructed commercial and industrial buildings against structural defects for a specified period, normally 10 years.
An essential feature of the insurance is the appointment of a technical auditor to undertake design checks and periodical site visits during the construction of the building.
The insurance will be effective from practical completion and will cover
* the cost of repairing damage to the structure,
* the cost of remedial action to prevent imminent damage arising from a defect in the structure itself and
* any resulting damage to non-structural parts of the building.
The cover can be extended to include weatherproofing and waterproofing as well as the engineering services such as heating and air conditioning.
