I just want to make sure: Does it mean that the article was revised and is now in force under a different number?

編注 means "note by editor", which means the text in the parenthesis is not the original text but added later by an editor. 現行 means "current". So as you say, it's an editor's comment that the article was revised and is now in force under a different number.
