Insediamento nato non per aggregazione temporale lungo assi viarii principali, ma con una precisa volontà di assegnare ad una popolazione numerosa degli spazi abitativi sufficienti. Interessante a riguardo è lo studio della pianta della parte più antica del paese, che ha una struttura a graticola, costituita da vie trasversali aperte a mezzogiorno che partono da due vie a semicerchio che abbracciano la parte alta e la parte bassa del paese, mentre una via longitudinale divide in due l’agglomerato ricevendo le vie trasversali. Questa struttura fa capire che Sacco fu fondato con un piano edilizio particolare per rispondere in tempi brevi alle esigenze di una intera comunità che si era spostata da Sacco Vecchio distrutta da eventi naturali avversi, come scrive il presbitero Pascale, o da eventi belligeranti, come recita la notizia dell’abate Francesco Sacco.

Here, I am not quite sure...but maybe the "mezzogiorno" refers to the position of the roads, but how can they be open at a "twelve o'clock" position?

I think mezzogiorno refers to the south here (see example below) so the roads were open on the south side or some similar expression
