貌似assess是有这种用法，相当于对AAA以BBB来衡量。
我的理解这句话是说XXX corp的承保组合的个别风险是以评级机构给出的“资本要求”来衡量的，而这种“资本要求”的给出基于很多因素，bla bla bla。
capital charge相当于captial reserve requirement，类似于商业银行的存款准备金率，即保险公司必须在其资本中划出来用以赔付索赔申请的部分，如果公司信用越低（风险越大），那么这个“资本要求”比例就越高。
