I'm translating a temporary license document issued by the DMV (Department of Motor Vehicles) in California, United States.

In the box that says "Reason for issuance," the answer is "aps" (no other explanation; also written as is, in lowercase letters).

I googled it and came upon this website that says the following:

Now, I know the person to whom this temporary license was issued has a substance abuse problem because my client—who is this person's estranged spouse—told me so. Thus, it's not too farfetched to think that in this case, that "aps" written in the answer box for the "reason for issuance" is referring to an Admin Per Se instance.

What I need is the translation into Spanish of "Admin Per Se (APS)," as I haven't been able to find it.
