Discussion
Those "raspiski" are very much "tsenniye" in the sense that they are securities, as ADRs are too. Besides, these notes are not "structural". Steel may be "structural". Securities are "structured". This simply goes to established use.
Sorry, as a finance professional I simply couldn't help myself.
